Downtown's numbered streets near the pier are packed with older beach cottages alongside three- and four-story homes rebuilt lot-line to lot-line on narrow 25-foot parcels. The low ground stays damp year-round, while the mesa's tract homes add the usual slab and HVAC condensation issues on top.
