Governor John Gately Downey pioneered the modern subdivision on land he acquired between the Rio Hondo and the San Gabriel River around 1865, and the town that grew from it incorporated as a city on December 17, 1956. Downtown along Downey Avenue holds the city's oldest commercial buildings and some of its earliest residential blocks — masonry storefronts with flat roofs behind parapets, and older homes enlarged and re-plumbed over the decades. Clogged roof drains, failing parapet flashing, aging galvanized supply lines, and leaks where additions meet original walls are the recurring sources of hidden moisture in this part of the city.

For more than 70 years the plant off Lakewood Boulevard built aircraft, missiles, and spacecraft; North American Aviation designed and built the Apollo 11 command and service module and the Saturn V second stage there before the facility, later run by Rockwell, closed in 1999. The site has been redeveloped into the Columbia Memorial Space Center, shopping centers, a Kaiser Permanente hospital, and city fields. Its legacy shaped the neighborhoods around it, filled with postwar homes built for aerospace families. Today the moisture concerns here are commercial and medical ones: large low-slope roofs, internal drains, and rooftop equipment on newer buildings.

The world's oldest operating McDonald's opened on August 18, 1953 at 10207 Lakewood Boulevard, and by the 1960s the intersection of Lakewood and Firestone was one of the busiest in California. The corridors still carry dense commercial frontage, restaurants, and apartment complexes from the 1950s through the 1970s. Commercial buildings here fail at low-slope roofs, clogged drains, and restaurant kitchens and coolers that produce constant moisture. In the apartments, stacked bathrooms and shared walls move water between units, so a failed toilet seal or supply line upstairs becomes a ceiling stain and a musty closet in the unit below.

The Rio Hondo, now a concrete flood-control channel, runs along Downey's west side, and the neighborhoods closest to it sit on flat, low ground where shallow groundwater and heavy storm runoff keep soil damp against slabs and foundations. Intense rain can collect in streets here faster than drains carry it away. Most homes are postwar single-story houses on slabs poured without vapor barriers, so after a wet winter the moisture shows up from below — damp carpet pad, lifting tile or vinyl plank, a musty smell in ground-floor rooms, and growth along the bottom of drywall on exterior walls where downspouts and planters sit against the stucco.

North Downey holds many of the city's older and larger homes, including pre-war and early postwar houses on generous lots that replaced orange groves and farms, some on raised wood foundations with crawl spaces, and many enlarged or remodeled several times. Mature trees line the streets. That history leaves specific moisture pathways: crawl space soil that stays damp after rain, original galvanized plumbing and cast-iron drains well past their service life, roof additions tied into older roofs, and roots reaching sewer laterals while leaves clog gutters and valleys. Remodels can also cover old water damage with new finishes instead of fixing it.
